University funding

In future, the German government and the states must not only be able to finance individual projects, but also provide sustainable funding for research and teaching at research-oriented universities. U15 demands that policymakers come to an agreement quickly and across party lines in order to change the German constitution within the present legislative period. This step is necessary in order to respond to the increasingly precarious funding situation of the universities in the face of rising student numbers and intensified research activity, and in order to find ways of continuing the funding programmes of the German Excellence Initiative.
