Specialised educational institutions
Even before the Excellence Initiative, it was clear that there is no such thing as "the college" or "the university" in Germany. Our system of higher education is strongly focused, with colleges and universities that have different responsibilities, potentials and competencies. The U15 universities demand that this specialisation be taken into greater consideration in legislative procedures and in the allocation of responsibilities and funding. The challenge lies in ways to utilise the potential of the various types of educational institutions, in order to yield the best possible results in the interest of higher education as a whole. The aim is not to create a hierarchy that ranks certain institutions above others, but to make better use of the complementary nature of educational institutions in research and teaching.
